Is There U.S. Citizenship by Investment? Green Card Through Investment, Explained
A direct answer to a widely searched question, and the distinction that matters most: permanent residence through investment is not the same thing as citizenship by investment.

Searches for "U.S. citizenship by investment" are common, and the phrase is used loosely in marketing around the world. It is worth being precise, because the difference is legal, not semantic.
The United States has no citizenship-by-investment programme. What exists is EB-5, an immigrant investor category that may lead to lawful permanent residence for those who qualify. Citizenship, if pursued at all, comes later through naturalisation and is governed by separate statutory requirements.
The direct answer
- No. U.S. citizenship cannot be purchased, and no adviser, developer or regional center can guarantee it.
- A qualifying EB-5 investment may make an investor eligible to apply for lawful permanent residence — a Green Card — subject to programme requirements and USCIS adjudication.
- Naturalisation is a separate later application, with its own residence, physical presence, good moral character, English and civics requirements as set out by USCIS.
- Anyone marketing "guaranteed citizenship" or a "guaranteed Green Card" is describing something the law does not provide.
Permanent residence and citizenship are different statuses
A lawful permanent resident may generally live and work in the United States and must maintain that status. A citizen holds a different set of rights and obligations, including a U.S. passport and voting rights, and is not subject to loss of status for extended absence in the same way.
Conflating the two leads families to plan for the wrong milestone. The realistic near-term objective of an EB-5 case is conditional permanent residence, followed by removal of conditions through Form I-829.
How the sequence actually runs
- Qualifying investment and petition, adjudicated by USCIS.
- Conditional permanent residence for the investor and eligible family members.
- Removal of conditions once the sustainment and job-creation requirements are established.
- Permanent residence maintained over time.
- Naturalisation only if the applicant later meets the separate eligibility criteria and chooses to apply.
Each stage depends on eligibility and evidence. None of it is automatic, and timelines are set by government processing, not by any private party.
Does buying U.S. or Miami property give a Green Card?
No. Purchasing residential property in the United States confers no visa, no residence and no work authorisation. Foreign nationals may buy property without any immigration status, and owning it does not create one.
Property can be an excellent reason to be in Miami and a sound asset on its own terms. It is simply not an immigration instrument, and it should never be sold as one.
